根据《中外合作办学条例实施办法》的有关规定，各省、自治区、直辖市教育厅（教委）应对申请举办实施本科以上高等学历教育的中外合作办学项目的申报材料进行形式审查和实质内容初审。为更好地指导省级教育行政部门做好此项工作，我司总结了以往在形式和实质内容审查工作中的经验，结合《中外合作办学条例》及其实施办法和配套文件的有关规定，制作了项目申请上报材料清单（附件1）、《申请表》填写指南（附件2）、形式审查表（附件3）和实质内容初审表（附件4）。现将有关要求通知如下：
一、认真学习本通知精神，真正落实《中外合作办学条例》及其实施办法和配套文件有关申报、受理和审批本科以上高等学历教育的中外合作办学项目的规定。
二、指导各申报单位充分了解相关法律法规及政策、申请材料形式和内容规范以及相关审批程序，在形式审查和实质内容初审工作中严格要求各申报单位，并对其所报材料的形式和实质内容进行认真审查，避免申报材料中出现申请材料不全、申请表填写不规范、合作协议内容不符合要求等问题；确保上报教育部材料的完整性、规范性、有效性以及初审意见的科学性。
三、自本通知发布之日起，各省、自治区、直辖市人民政府教育厅（教委）报教育部审批举办实施本科以上高等学历教育的中外合作办学项目的请示时，需将上述形式审查表和实质内容初审表一并上报。
四、中外合作办学机构和其它项目的形式审查和实质内容初审或审批工作可参考本通知有关要求。
