1. Question: what are the advantages of chinese-foreign cooperative education?
 
A: through the chinese-foreign cooperatively-run school and project approved or put on record by the ministry of education, we have brought in high-quality education resources from China and won't go abroad to get the international education experience. Compared with self-funded study, the family education expenditure is saved. Approval or registration documents according to the ministry of education, students complete their studies, in whole or in part for Chinese and foreign academic degree certificate, the foreign party may obtain the ministry of education of degree education service center country (condition) outside the degree certificate.
 
2. Question: which chinese-foreign cooperatively-run schools or programs are legally enrolled?

6. How is the tuition fee charged for chinese-foreign cooperatively-run schools and projects?
 
Answer: tuition of chinese-foreign cooperatively-run schools and project should be handled by price control department of the Chinese colleges and universities in the province charging license registration and publish to the society, study in recruit students general rules of all costs, including part of the study abroad fees, not double charge of domestic and foreign tuition fees at the same time. 江苏是率先开展并积极推进中外合作办学的省份,在中外合作办学的历史上创造了多个第一。上世纪八十年代初,南京大学与美国霍普金斯大学合作创办中美文化研究中心,开创国内中外合作办学先河。近年来,江苏着力引进世界一流大学,取得实质性进展。武汉大学与美国杜克大学合作设立昆山杜克大学,东南大学—蒙纳士大学苏州联合研究生院、中国人民大学中法学院先后成立,西交利物浦大学在成功举办本科教育的基础上启动研究生培养,教育部首个高等教育国际化示范区落户苏州独墅湖科教园区。目前全省中外合作办学机构和项目总数为324个,占全国总量的16%,居全国第一。其中承担高等学历学位教育的中外合作办学机构和项目为291个,65%为理工农医类学科专业, 每年招收1万多名大学生。中外合作办学已经成为培养我省经济社会发展急需的高素质创造性人才的一条有效途径。现就社会对中外合作办学常见问题解答如下:
1. 问:中外合作办学有哪些优势?
答:通过教育部批准或备案的中外合作办学机构和项目,引进了国(境)外优质教育资源,不出国(境)即可获得国际化教育经历。与自费留学相比,节省了家庭教育支出。根据教育部批准或备案文件,学生完成学业后,可全部或部分获得中外双方学历学位证书,外方学历学位证书可获得教育部留学服务中心国(境)外学历学位认证。
2. 问:哪些中外合作办学机构或项目是合法招生的?
答:所有刊登在《2016江苏招生考试报》的中外合作办学机构和项目均是合法招生。经批准的中外合作办学机构和项目的具体信息还可参考教育部涉外信息监管网(网址:http://www.jsj.edu.cn)。我省除江南大学北美学院和苏州大学拉萨尔项目外,其他实施高等学历教育(本专科)的中外合作办学机构和项目均应纳入国家普通高等教育招生计划(即需通过高考招生录取)。具体招生信息请咨询各校招生部门。
3. 问:中外合作办学机构和项目对外方教师授课有何要求?
答:外方教师在境内授课比例应达到该专业全部课程的1/3或以上。中方聘请的外教在外方认可的情况下可以视为外方派遣的教师,主要教授基础课或专业基础课,专业核心课程仍应由外方派遣的教师教授。
4. 问:中外合作办学跨国分段项目,对不出国学生的学籍、学制等问题如何处理?
答:跨国分段项目有两套教学计划,学生自愿选择是否出国学习。例如:本科第四年分出国和不出国两套教学计划,学校将对不出国学生按照中方的学籍、学制要求执行第四年教学计划,在学生完成中方学业的前提下,不会因为学生不出国而延长其在国内的学习时间。相关学校已制定了专门针对中外合作办学学生的学籍管理规定或学生手册,学生入学后应详细了解学校对国际化人才培养的要求。
5. 问:中外合作办学中外方颁发的学历学位证书是怎样的?
答:中外合作办学颁发的中方学历学位证书与本校同专业非中外合作办学学生的证书一致,不标注中外合作办学或其他任何字样。中外合作办学颁发的外国教育机构的学历、学位证书,与该教育机构在其所属国颁发的学位文凭证书一致,并在该国获得承认,不标注中外合作办学、国际、中国或其他任何字样。
6. 问:中外合作办学机构和项目的学费是如何收取的?
答:中外合作办学机构和项目的学费应由中方院校在省物价管理部门办理收费许可证登记手续并向社会公示,在招生简章中标明所有学习费用,包括国外部分的学习费用,不得同时双重收取国内、国外的学费。国内学费标准是整个培养过程的学费(如本科是4年)。公办学校学生出国后不再分国内、国外双重收取学费。
