Reflect the national care of fee-paying international students for rewarding good at one's own expenses study abroad excellent grades in school, encourage them to work or service to their country with a variety of forms, approved by the ministry of education, study abroad fund management committee set up in 2003, "national excellent fee-paying international students scholarship" program, as of 2014, a total of 2014 excellent students studying abroad award. The following is the introduction of the "national excellent self-funded international student scholarship" project in 2015:

The United States, Canada, Australia, Britain, France, Germany, Japan, Russia, Thailand, Singapore, South Korea, Israel, South Africa, Norway, Austria, Finland, the Netherlands, Belgium, Switzerland, Spain, Ireland, Italy, Portugal, Sweden, Denmark, belarus, New Zealand, Ukraine, the Czech republic, Poland, Hungary, Serbia.
Award for more than one grade (excluding first grade), age under 40 years old (born after September 30, 1974, including the day) reading doctoral students at their own expense, bonus amount is $6000 / person, including special recognition award of $10000 per person. The scholarship was not accepted; Enjoying or enjoying the grant of the national scholarship fund; Prior to January 1, 2015, I have obtained the application of doctoral degree personnel.
To embody the principle of openness, impartiality and fairness, the scholarship selection work in strict accordance with the "personal application, qualification, peer-reviewed, online public, merit recommendations, domestic final, published online" procedures. 2. In accordance with the rules for the implementation of the national excellent self-funded overseas students scholarship, the education office (group) of the foreign service department is responsible for accepting the application and preliminary examination of the scholarship. Eligible applicants may submit their applications on August 24, 2015, as required. Please consult the education department (group) of the diplomatic and consular missions abroad, and refer to the website of the education department (group) of the overseas diplomatic and consular missions.
The list of recommended candidates will be reported back to China after the website is published.
The national study fund management committee is responsible for organizing domestic experts to carry out final review of recommended materials. The results of the awards are announced after the approval of the ministry of education.

为体现国家对自费留学生的关怀，奖励优秀自费留学人员在学业上取得的优异成绩，鼓励他们回国工作或以多种形式为国服务，经教育部批准，国家留学基金管理委员会于2003年设立了“国家优秀自费留学生奖学金”项目，截至2014年共有4414名在外优秀留学人员获奖。现将2015年“国家优秀自费留学生奖学金”项目介绍如下：
一、奖励规模为500人（其中“特别优秀奖”不超过10人），在自费留学人员较集中的美国等32个国家实施，具体国别为：
美国、加拿大、澳大利亚、英国、法国、德国、日本、俄罗斯、泰国、新加坡、韩国、以色列、南非、挪威、奥地利、芬兰、荷兰、比利时、瑞士、西班牙、爱尔兰、瑞典、丹麦、白俄罗斯、意大利、葡萄牙、新西兰、乌克兰、捷克、波兰、匈牙利、塞尔维亚。
奖励对象为一年级以上（不含一年级）、年龄40周岁以下（1974年9月30日以后出生，含当天）的自费在读博士生，奖励金额为6000美元/人，其中特别优秀奖为10000美元/人。不受理曾获得该奖学金；享受过或正在享受国家留学基金资助；2015年1月1日前已获得博士学位人员的申请。
为体现“公开、公正、公平”原则，奖学金评选工作严格按照“个人申请，资格审查，专家评议，网上公示，择优推荐，国内终审，网上公布”程序进行。采取国外限额推荐，国内差额评审的办法。未经驻外使（领）馆或教育处（组）网站公示的人选，国内不予终审。
二、按照《国家优秀自费留学生奖学金实施细则》规定，驻外使（领）馆教育处（组）负责受理奖学金的申请和初审工作。符合条件的申请人可于2015年8月24日至9月30日按要求提交申请。具体受理时间请咨询有关驻外使领馆教育处（组），并以有关驻外使领馆教育处（组）网站通知时间为准。
有关驻外使（领）馆教育处（组）将推荐人选名单经网站公示后报回国内。
国家留学基金管理委员会负责组织国内专家对推荐人选材料进行终审，获奖结果经教育部批准后公布。
三、实行网上申请，请登陆“国家优秀自费留学生奖学金管理系统”（http://yxzfs.csc.edu.cn）进行报名。为保证评审工作的顺利进行，请申请人同时向我驻外使（领）馆教育处（组）提交两份纸质申请材料。
