融入“一带一路”战略开拓高等教育合作交流
我市迎来首批中亚及俄罗斯留学生
本报讯（记者朱萍通讯员张明杨猛）今年秋季入学，淮海工学院和连云港职业技术学院两所高校迎来我市首批来自吉尔吉斯共和国以及哈萨克斯坦、俄罗斯等国的22名留学生。据了解，此次我市高校招收中亚及俄罗斯留学生，标志着我市教育在融入“一带一路”战略中，积极开拓与中亚国家及俄罗斯的高等教育合作交流，高等教育国际化程度向前迈出了一大步。
自去年市委市政府下发《关于推动连云港“一带一路”交汇点建设的意见》以来，我市高度重视与中亚西亚及俄罗斯等国家的高等教育合作与交流。今年年初，市教育部门与吉尔吉斯共和国比什凯克市教育局签定了友好备忘录、连云港职业技术学院与吉尔吉斯斯坦劳动与社会关系学院签定了合作交流意向书，并与吉尔吉斯民族大学、哈萨克斯坦管理经济与战略研究大学等高校就交换生项目深入探讨。
今年6月29日，我市教育代表团受邀赴中亚进行教育文化交流，与三家学校签署协议，有意向合作领域涉及教师学术交流、学生交流、合作科研、合作会议、合作课题及文化项目等方面。市教育部门、淮海工学院引进的主要是吉尔吉斯斯坦民族大学学生，来自吉尔吉斯民族大学的16名学生将在淮海工学院进行为期3个月的语言学习和交流。来自哈萨克斯坦、俄罗斯等国的6名留学生将在连云港职业技术学院接受1到2年的学历或非学历教育。优秀的留学生将有机会获得我市设立的“丝路东方留学连云港市政府奖学金”。
除了招收留学生，此次我市高校在国际办学方面也成效显著，淮海工学院与吉国民族大学在生物研究等方面长期合作形成共识，将在共同开展课题研究上推进合作，淮海工学院与哈萨克斯坦管理经济与战略研究大学签署合作框架协议，将互派教师访学，在淮海工学院挂牌成立“一带一路”研究院。此外，连云港师范高等专科学校与哈中国际语言学院在语言培养上形成共识，签定了合作备忘录，共同开发哈萨克斯坦中文培训。
为拓展与“一带一路”沿线国家的高等教育合作与交流，下一步，我市将成立中亚留学生服务中心，积极协调争取国家、省、市有关部门各类奖学金，并选派对外汉语教师到吉尔吉斯社会与劳动关系学院从事汉语教学，传播中国文化，争取派出我市学生到中亚学习，在科研合作、教师互访等方面实现零突破。通过校政企合作等方式，进一步加强我市与哈萨克斯坦等中亚国家在高等教育及职业教育领域的交流合作，以发挥高等教育、职业教育在人文交流中的桥梁及智库作用，在增强两地产业互通、贸易畅通上的人力支撑。
