《中华人民共和国外国人入境出境管理条例》（以下简称《条例》）是依据今年7月1日正式实施的《中华人民共和国出境入境管理法》制定，《条例》细分各类签证，并明确了各类签证办理时需要提交的证明。
根据入境出境管理法实施细则，外国人申请入境的事由，将普通签证分为D字、Z字、X字、F字、L字、G字、C字、J字8类，分别对应定居、工作、学习、访问、旅游、过境、乘务、记者等事由。《条例》在保留现行签证分类基本不变的基础上，重点对现行F字签证、L字签证作了拆分，并新增加了R字签证，普通签证类别由目前的8类调整为12类。出入境管理部门相关负责人表示，近年来来华进行商务活动的外国人越来越多，细分签证将有利于有针对性的开展服务，同时也利于管理。
留学生勤工俭学获正名
《条例》还规定，持学习类居留证件的外国人需要在校外勤工助学或者实习的，应当经所在学校同意后，向公安机关出入境管理机构申请居留证件加注勤工助学或者实习地点、期限等信息。来华实习留学生，持学习类居留证件的外国人所持居留证件未加注前款规定信息的，不得在校外勤工助学或实习。
据记者了解，外国留学生在华就学期间勤工俭学，目前没有明确要求要开具任何证明。他们关心，9月以后会对他们在华“打工”造成影响。北京留学生服务行业协会会长桑澎介绍，《条例》对外国留学生实习等进行了规范，其实是对外国留学生“打工”赋予了合法性。
国务院法制办相关负责人在接受采访时表示，《条例》进一步明确了聘用外国人工作或者招收外国留学生的单位的报告义务，规定外国人离职或者变更工作地域、招收的留学生因为毕业等原因离开原招收单位的，应当及时向所在地县级以上地方人民政府公安机关出入境管理机构报告。

国务院法制办负责人：为了更好地吸引海外优秀人才来华，出境入境管理法将“人才引进”规定为普通签证的申请事由。条例根据出境入境管理法的规定，在普通签证类别中增加了R字（人才）签证，发给国家需要的外国高层次人才和急需紧缺专门人才。
