  实际上,美国曾在菲律宾拥有多个军事基地和大量驻军。并曾在此基础上签订了军事协定。但由于民众反对浪潮而在运行数年后废止。
  1992年,美国关闭了在菲律宾的最后一个军事基地。1998年,菲美两国签署《访问部队协议》,允许两国军队举行联合军事演习、准许美国战舰停靠菲港口及美国军人上岸访问等。
  美菲防务协议在菲律宾国内也引发不满,2014年5月5日,大批抗议者赴菲律宾国防部抗议,他们表示《增强防务合作协议》会导致美国在菲律宾永久驻兵。
  菲律宾“新爱国联盟”秘书长雷纳托•雷耶斯在一份声明中表示,美国将两国《加强防御合作协议》视为在菲律宾进一步驻兵的机会,并打算永久驻军菲律宾。
