A. opening
 
Today, I am very glad to have the opportunity to introduce Confucius institute to all of you here. As China's economy continues to grow, with countries in politics, economy, education, culture and so on various exchanges and cooperation in the field of in-depth development, all countries in the world the rise of "Chinese hot" in different degrees. In order to help the people of all countries to learn Chinese, understand Chinese culture, since the end of 2004, under the support of the Chinese government, we draw lessons from countries such as Britain, France, west, Germany language promotion experience, founding the Confucius institute. The Confucius institute, a nonprofit education organizations, the objective is to improve the people's understanding of Chinese language and culture, developing friendly relations with foreign countries, promote the development of the world cultural diversity, for contributions to the construction of a harmonious world.
 
Ii. Development status of Confucius institutes in Africa.
 
As of May 2010, over 90 countries (regions) have established more than 300 Confucius institutes and over 300 Confucius classrooms. Twenty-one Confucius institutes and four Confucius classrooms have been set up in 17 African countries. Twenty-four of them have already been launched, and another one, the Confucius institute at zwani university of science and technology in South Africa, will be launched soon.
 
1. Offer multi-level and multi-type Chinese courses and majors.
 
In 2009, the Confucius institutes and classrooms in Africa hosted 166 classes of Chinese language classes, with an average of seven shifts. The number of registered students is 7,170, with an average of 312 people, including more than 1,000 students from the university of antananarivo in Madagascar and the Confucius institute in yaounde, Cameroon.
 
One is Chinese major and credit. Yaounde, the second university, university of antananarivo, Madagascar at the university of Zimbabwe and the Confucius institute at the university of Liberia in combination with the local actual situation, and jointly opened for students in university Chinese professional degree education, filled the gap of Chinese professional education in these countries. Ten Confucius institutes, including the university of Nairobi in Kenya and the university of kenyatta, are included in the school's credit education system. The second is the Chinese curriculum for adult characteristics. 2. Organize flexible and diversified cultural activities.
 
In 2009, there were 287 cultural activities held by Confucius institutes and classrooms in Africa, with 53,000 participants.
 
First, traditional festivals and cultural activities. Fourth, hold various lectures. In order to draw lessons from China's development experience and promote exchanges and understanding between China and Africa, many Confucius institutes have invited experts from the Chinese academy of social sciences and cooperative universities to hold various lectures on China. The seminar on the role and impact of China's economic development in Africa, organized by the Confucius institute at rhodes university, is particularly eye-catching. In May 2010, the Confucius institute of Cairo university held the "china-arab civilization dialogue - language and culture international seminar", which is a great event for the exchanges and collision between Chinese civilization and Arab civilization.
 
3. Help local and primary and middle schools to carry out Chinese teaching.

4. Develop Chinese teaching materials according to local needs.

Kigali education college in Kigali, Rwanda, and the Confucius institute at Lagos university in Nigeria are working on a rwandan-swahili-english language textbook suitable for local people. In addition, the university of Liberia and the university of Lagos's Confucius institute have also produced radio classroom teaching materials.
 
5. Contact with local Chinese institutions and groups to help students in the Confucius institute to study and obtain employment.
 
Liberia university, university of Khartoum, Sudan, Ethiopia, Addis ababa Confucius institute actively contact with the local Chinese institutions, in the form of celebration, such as the oral practice for students to create opportunities, internships and job opportunities for students at the same time. 3. Hanban provides support for the Confucius institutes in Africa.
 
1. Increase financial support.
 
In 2009, we allocated $4.01 million for 21 Confucius institutes in Africa, an average of $190,000.
 
2. To meet the needs of local students and provide a sufficient number of Chinese teachers.
 
At present, we have sent 102 Chinese teachers and volunteers to 23 Confucius institutes, with an average of 4-5 students. There were more than 10 Chinese teachers and volunteers at the second university of yaounde in Cameroon and the university of antananarivo in Madagascar.
 
3. Provide scholarships, train and train local Chinese teachers.
 
In 2009, hanban offered 114 scholarships to 10 Confucius institutes. In 2010, hanban is expected to provide 150 scholarships to 18 Confucius institutes. In contrast to other regions, we have fully funded their study in China, and have provided some students with international travel for study in China.
 
4. Support Confucius institute to organize students to come to China summer camp.
 
In 2009, we supported four Confucius institutes to organize 81 students to participate in summer camp activities in China. In 2010, we will support more than 200 students from Confucius institutes in China. According to hanban, international travel costs are borne by students themselves. Considering the actual situation in Africa, we support half of the international travel costs for students.
 
5. Support the hardware construction of Confucius institutes and solve the teaching site problems.
 
The university of Nairobi, the university of Liberia, the Confucius institute at the university of Lagos, and the Confucius classrooms in mariaschia have been used for a total of about $800,000 for the expansion of the teaching building. At the same time, some Confucius institutes have also tried to use my non-aid projects to build Confucius institute teaching buildings, such as the Confucius institute in Addis ababa.
 
6. Equipped with teaching equipment.
 
China cultural experience center equipment, multimedia classrooms and courseware are provided for 20 Confucius institutes, with a total value of more than $1.3 million. More than 140,000 textbooks and books have been donated to 24 Confucius institutes and classrooms, with an average of more than 5,800 books.
 
7. Organized tour, tour and tour to Confucius institutes in Africa.

Peking University, renmin university of China, sun yat-sen university, xiamen university and other domestic famous universities participated in the 21 African construction of Confucius institute, and has established good relations of cooperation with the foreign school, promote the discipline construction and academic exchanges on both sides.
 
Four. The future development
 
After less than five years of development, the Confucius institutes in Africa have become an important platform for local Chinese teaching and Chinese culture communication. We will continue to support the development of Confucius institutes in Africa.
 
1. Continue to promote Chinese credit education. The first task of the Confucius institute is to provide all kinds of Chinese language teaching services to local society, and to promote Chinese language teaching into credit education system.
 
Cultivate local teachers. It is mainly through the cooperation between Confucius institutes and Chinese universities to increase the scholarship of Confucius institutes.
 
3. Build Confucius institute into a preparatory class base for studying in China. With the continuous development of education cooperation between China and Africa, the number of scholarships offered by the Chinese government and Confucius institute headquarters to African countries is increasing year by year. We will support the Confucius institute scholarship program in China, specialising in training and ensure that students have basic Chinese language level, before coming to China at the same time have a preliminary knowledge of Chinese culture and national conditions, in order to improve the efficiency of their study in China.
 
非洲国家孔子学院发展情况介绍

尊敬的陈进玉主任,
各位嘉宾、各位同事:
大家下午好!
  一.开场白
  今天,很高兴有机会向在座的各位朋友介绍孔子学院情况。随着中国经济的持续增长,与各国在政治、经济、教育、文化等各领域的交流与合作深入发展,世界各国都不同程度地兴起了“汉语热”。为了帮助各国人民学习汉语,了解中华文化,从2004年底开始,在中国政府的支持下,我们借鉴英、法、西、德等国家语言推广机构的经验,创办了孔子学院。孔子学院作为非营利性教育机构,其宗旨是增进世界人民对中国语言和文化的了解,发展中国与外国的友好关系,促进世界多元文化发展,为构建和谐世界贡献力量。
  二、非洲孔子学院发展现状
  截止2010年5月,已有90多个国家(地区)建立了300多所孔子学院和300多所孔子课堂。非洲已有17个国家设立了21所孔子学院和4个孔子课堂。其中24所已经启动运营,另外1所南非茨瓦尼理工大学孔子学院也将于近期启动。
  1、开设多层次、多类型的汉语课程和专业
  2009年非洲各孔子学院和课堂共举办各类汉语培训班166班次,平均每所7个班次。注册学员人数共计7170人,平均每所312人,其中马达加斯加塔那那利佛大学和喀麦隆雅温得第二大学孔子学院学员数均超过1000人。
  一是汉语专业和学分。喀麦隆雅温得第二大学、马达加斯加塔那那利佛大学、津巴布韦大学和利比里亚大学等孔子学院结合当地实际情况,与所在大学联合为学生开设了汉语专业学位教育,填补了这些国家汉语专业教育的空白。肯尼亚内罗毕大学、肯雅塔大学等10所孔子学院的汉语课程被纳入所在学校学分教育体系。另,马里阿斯基亚中学和南非开普数学科技学院孔子课堂的汉语课程也被纳入中学学生的选修学分课程。
  二是成人特色汉语课程。埃及开罗大学、苏伊士运河大学孔子学院顺应当地汉语导游缺乏的状况,开设了汉语导游班;肯尼亚内罗毕大学和尼日利亚拉各斯大学孔子学院为了配合上海世博会,专门开设了世博会汉语班;埃塞俄比亚亚的斯亚贝巴孔子学院、马达加斯加塔那那利佛大学、喀麦隆雅温得第二大学等为所在国外交部、公安部、海关等部门公务人员专门开设汉语实用班等。此外,内罗毕广播孔子课堂、利比里亚大学和拉各斯大学孔子学院还开办了广播汉语俱乐部,通过广播教授汉语。
  2.举办灵活多样、丰富多彩的文化活动
  2009年,非洲孔子学院和课堂共举办各类文化活动287场,参加人数达53000人。
  一是传统节日文化活动。各孔子学院结合中国春节、元宵、端午、中秋等传统节日,以举行讲座、中华饮食节、电影节等方式,为非洲各国民众了解中国打开了一扇窗口。2009年,各孔子学院共举办体统节日文化活动112场。
  二是各种展览层出不穷。如南非斯坦陵布什大学和博茨瓦纳大学等12所孔子学院举办了图书展。马达加斯加塔那那利佛大学、基加利教育学院等孔子学院举办中国教育展。斯坦陵布什大学举办中国丝绸与绘画展。
  三是开办中华文化才艺班。津巴布韦大学、利比里亚大学等10所孔子学院成立了中文合唱团。此外中国武术、书法、剪纸等中国传统才艺班在各孔子学院也遍地开花。
  四是举办各类讲座。为了借鉴中国发展经验,增进中非交流和了解,许多孔子学院邀请中国社科院、合作大学等机构的专家举办各类关于中国的讲座。罗德斯大学孔子学院举办的“中国对非洲经济发展的作用和影响”研讨会格外引人注目。2010年5月,开罗大学孔子学院举办的“中阿文明对话-语言文化国际研讨会”,是中华文明与阿拉伯文明交流碰撞的一大盛会。
  3.帮助当地大、中小学开展汉语教学
  喀麦隆雅温得第二大学孔子学院帮助当地6所大学开设了汉语专业本科学位课程或选修课程。马达加斯加塔那那利佛大学孔子学院帮助当地5所大学开设了汉语专业。另,博茨瓦纳大学、基加利教育学院、津巴布韦大学、罗德斯大学和拉各斯大学孔子学院及马里阿斯基亚中学孔子课堂等均在周边大中小学设立了汉语教学点。
  4.根据当地需求开发特色汉语教材
  埃及开罗大学孔子学院组织埃及汉语专家,编写了适合当地特点的阿—中对照导游教材。卢旺达基加利教育学院、尼日利亚拉各斯大学孔子学院正在编写适合当地人的卢旺达语-斯瓦西里语-英语三语版汉语教材。此外,利比里亚大学和拉各斯大学孔子学院还编写了广播课堂教材。
  5. 与当地中资机构及团体联系,为孔子学院学员学习和就业提供帮助
  利比里亚大学、苏丹喀土穆大学、埃塞俄比亚亚的斯亚贝巴孔子学院积极与驻当地中资机构联系,以联欢等形式为学生创造练习口语的机会,同时为学生提供实习和就业机会。中国海航集团公司、宁波驻贝宁公司等为孔子学院学生设立奖学金,奖励孔子学院优秀学员。
  三.汉办为非洲孔子学院提供的支持
  1.加大经费支持力度
  2009年,我们为非洲21所孔子学院拨付经费401万美元,平均每所19万美元。
  2.适应当地学员的需求,提供数量充足的汉语教师
  目前,我们向23所孔子学院派遣了102名汉语教师和志愿者,平均每所4-5名。其中,喀麦隆雅温得第二大学和马达加斯加塔那那利佛大学孔子学院的中方教师和志愿者数均超过10名。
  3.提供奖学金,培养和培训本土汉语教师
  2009年,汉办为10所孔子学院提供了114名奖学金名额。2010年汉办预计将向18所孔子学院提供150名各类奖学金。与其他地区不同的是,我们除了全额资助他们在华学习的费用外,而且还为部分学生提供了来华留学的国际旅费。
  4.支持孔子学院组织学生来华夏令营
  2009年我们支持4所孔子学院组织81名学生来华参加了夏令营活动。2010年,我们将支持15家孔子学院200多名学生来华夏令营。根据汉办规定,国际旅费由学员自行承担。考虑到非洲的实际情况,我们为学员支持了一半的国际旅费。
  5.支持孔子学院硬件建设,解决教学场所问题
  资助内罗毕大学、利比里亚大学、拉各斯大学孔子学院和马里阿斯基亚孔子课堂等共计约80万美元用于教学楼的改扩建。与此同时,部分孔子学院还争取利用我对非援助项目建设孔子学院教学大楼,如亚的斯亚贝巴孔子学院等。
  6.配备教学设备
  为20所孔子学院提供了中国文化体验中心设备、多媒体教室和课件,总价值130多万美元。向24所孔子学院和课堂赠送了14万册教材和图书,平均每所5800多册。
  7.组织中国大学生巡演、巡讲、巡展团赴非洲孔子学院交流
  2009年,汉办支持华北电力大学和北京理工大学组织大学生团组赴非洲7国10所孔子学院进行巡演、巡讲和巡展,得到了当地学生和民众的热烈欢迎,1万多人参与了活动,促进了中国与非洲文化的交融,增进了中非人民间的友谊。
  8.中国国内著名高校积极参与孔子学院建设
  北京大学、中国人民大学、中山大学、厦门大学等中国国内21所著名高校参与了非洲孔子学院建设,并与外方学校建立了良好的合作关系,推动了双方的学科建设和学术交流。
  四.未来发展
  经过不到五年的发展,非洲各孔子学院已初具规模,成为当地汉语教学和中国文化传播的重要平台。今后我们将一如既往地支持非洲孔子学院的发展。
  1.继续推动汉语学分教育。孔子学院的首要任务是为当地社会提供各类汉语教学服务,同时将推动汉语教学纳入学分教育体系。
  2.大力培养本土教师。主要通过孔子学院与中国高校合作,增加孔子学院奖学金等措施加以实现。
  3.将孔子学院建设成来华留学预备班基地。随着中非教育合作不断发展,中国政府和孔子学院总部向非洲国家提供的奖学金名额也在逐年增加。我们将支持孔子学院配合来华奖学金项目,开设专门培训班,保证留学生来华前具备基本的汉语水平,同时对中国文化和国情有初步的了解,以提高其来华学习的效率。
