According to the Hong Kong SAR government's press release, the ministry of education has released details of the plans for the admission of Hong Kong students to the Hong Kong students' scheme (exemption scheme) in the mainland in 2016. The number of mainland institutions participating in the scheme will be increased to 84. The number of candidates recommended by the "principal recommendation scheme" has also been increased to five. The Hong Kong education bureau welcomed the decision on Thursday.
The Hong Kong education bureau spokesman said: "an exemption admission plan will be based on Hong Kong secondary school diploma exam results merit student in Hong Kong, mainland without their extra rewards for try, alleviate the pressure of the classmate, let they can be more centralized to deal with Hong Kong secondary school diploma test. Welcome to the 2016 Hong Kong high school diploma examination.
In 2016, the enrolment form of the exemption scheme will be conducted in the form of pre-registration and on-site confirmation. According to a 2016 an exemption admission plan enrollment program, students can on 1 March 2016 solstice during online registration in advance, on March 20 and 10 solstice in March 31, (except Sundays and public holidays) to study Chinese education (course) communication (Hong Kong) center for the scene to confirm and pay the competition fee. Each institution may arrange the interview according to the examination data. In late July, the admission stage will be accepted. The admission list will be announced from late July to early August and will be recorded according to enrollment.
In order to make Hong Kong students and parents more aware of the specific arrangements for the exemption scheme, the education bureau will jointly hold the "2015 mainland higher education exhibition" with the ministry of education on November 7, solstice8.
During the exhibition, the national education ministry will explain an exemption admission procedure of admission plan and arrangement, and will share more specialist field project, introduced by a representative of the colleges and universities of the mainland college course features, and to study relevant specialized job prospects.
The mainland institutions of higher learning, which participated in the 2016 free admission scheme, will also introduce their academic and disciplinary information, admission requirements, places and learning costs through exhibition booths and institutional briefings.
In addition, there will be special lectures and group sharing sessions, which will enable some Hong Kong students who have graduated from mainland universities to talk about their experience in mainland China.
In addition, the senior management of human resources consultants and large enterprises will also introduce students' employment prospects after graduation from the mainland.
The exhibition will be held on Saturday, 7 November (Saturday) from 10:00 am to 7:00pm and Sunday, November 8 (Sunday) at the international trade fair in Kowloon bay, Hong Kong.
The Hong Kong education bureau, China education studying communication center (Hong Kong) and xueyou club compiled "the mainland part of the planning guide for an exemption of Hong Kong students in colleges and universities", to provide an exemption admission plan and the comprehensive information of studying in mainland, including data contained all participating institutions, subject selection, selection strategy, and graduates to share. The guide will be distributed free of charge during the exhibition. The electronic version will be uploaded to the education bureau website at the end of the exhibition period.
据香港特区政府新闻公报，国家教育部公布2016年内地部分高校免试招收香港学生计划(免试收生计划)的具体安排。参与免试收生计划的内地高等院校将增加至84所;而“校长推荐计划”的考生推荐名额，也增加至每校5个。香港教育局19日对此表示欢迎。
香港教育局发言人说：“免试收生计划将依据香港中学文凭考试成绩择优录取香港学生，无须他们额外应考内地联招试，减轻同学的压力，让他们可更集中应付香港中学文凭考试。免试收生计划欢迎2016年香港中学文凭考试应届考生报名参加。”
2016年免试收生计划的报名方式将参照往年安排，采取网上预先报名及现场确认的形式进行。根据2016年免试收生计划招生程序，学生可于2016年3月1日至3月20日期间在网上预先报名，并在3月10日至31日(星期日及公众假期除外)到中国教育留学(课程)交流(香港)中心进行现场确认和缴交报名费。各院校可根据考生报考资料安排面试。7月下旬进入录取阶段。院校将于7月下旬至8月上旬公布录取名单并将根据招生情况进行补录。
为了让香港学生和家长更加了解免试收生计划的具体安排，教育局将与国家教育部于11月7日至8日联合举办“2015内地高等教育展”。
展览期间，国家教育部将讲解免试收生计划的收生程序及安排，还有多场专科专题分享会，由院校代表介绍内地专科课程特色，以及修读相关专科的就业前景。
84所参加2016年免试收生计划的内地高等院校亦会透过展览摊位和院校简介会，介绍其院校及学科信息、收生要求、名额及学习费用等。
此外，场内还会举行专题讲座及小组分享会，让一些在内地高等院校毕业的香港学生讲述他们赴内地升学的经验。
另外，人力资源顾问及大企业的高级管理层也会向参观人士介绍学生在内地校院毕业后的就业前景。
展览于11月7日(星期六)上午10时至下午7时及11月8日(星期日)上午10时至下午6时于香港九龙湾国际展贸中心举行，免费入场。
香港教育局、中国教育留学交流(香港)中心和学友社联合编制“内地部分高校免试招收香港学生计划指南”，提供有关免试收生计划及内地升学的全面信息，包括载列所有参加计划院校的数据、学科选择、选科策略，以及毕业生分享等。指南将于展览期间在会场免费派发，电子版将于展览期完毕后上载教育局网页。
此外，香港教育局在2014年8月推出“内地大学升学资助计划”，资助有经济需要并已通过免试收生计划到内地修读学士学位课程的香港学生，每名通过入息审查的学生视乎需要可获每年港币15,000元的全额资助，或7,500元的半额资助。资助计划惠及在2014/2015、2015/2016和2016/2017学年入读第一年学士学位课程共3届的学生。有关2016/2017学年的申请详情，将于明年年中公布。
